xml attribute special characters

Hi,

I have the following in the XML DTD

<!ELEMENT PERSON EMPTY>
<!ATTLIST PERSON PERSON_VALUE CDATA #REQUIRED>

In the XML Document,

<PERSON PERSON_VALUE="Mike & Nelson"/>

The use of '&' and '<' is giving an error during
parsing. But > and ' is working. Could anyone throw
light on this?

TIA,

Malliks
