Not allowed, because colons are allowed only in element and
attribute names.  There is a note near the end of XML-Namespaces
explaining this.  (Of course they are allowed in vanilla XML 1.0
without namespaces, but they are discouraged, unless you are
experimenting with a namespace mechanism other than XML-Namespaces.)

The mechanism for mapping PI targets to URIs is a notation declaration,
as explained in XML-Rec.
