SAX doesn't parse anything -- it's just an interface. Some (most?) Java-based XML parsers that implement the SAX interface do happen to perform validation, but that's outside the scope of SAX 1.0 itself (we're talking about fixing that for ModSAX). SAX 1.0 provides the DTDHandler interface because XML 1.0 requires processors to report notations and unparsed entities.
