That's the nice thing about using URIs rather than domain names for namespaces: anyone who owns *any* URI can construct a namespace. For example, my personal (and badly out-of-date) home page is at http://home.sprynet.com/sprynet/dmeggins/ I don't own the sprynet.com domain name, but since I do have control over this URL, I can base namespaces on it: <dpm:doc xmlns:dpm="http://home.sprynet.com/sprynet/dmeggins/ns/doc/"> <!-- ... --> </dpm:doc> Of course, this isn't very stable, since I might switch ISPs at any time, but at least it's possible.
