namespace conformance
Section 6 of the Namespace Proposed Rec, "Conformance of Documents", states
that:

The effect of conformance is that in such a document:

* All element types and attribute names contain either zero or one colon.
* No entity names, PI targets, or notation names contain any colons.

------------------------------

I can understand the first part just fine.  But why bar colons from every
other use of Name in the spec?  Why not just leave them as Name and be done
with it?  If namespaces don't apply to entities, PIs, or notations, why
would a processor be checking them for colons?

Just wondering...
