Note that with TC1 to ISO 8879 (SGML) that domain names are recognized as registered owner names (equivalent to URN namespace IDs), so if you already have a domain name, you can immediately construct FPIs that are guaranteed to be universally unique. They will be yours to manage as long as you own the domain name. For example, the FTI "+//IDN drmacro.com//DOCUMENT Practical Hypermedia: An Introduction to Xlink and HyTime//EN" is a valid "registered public identifier" ("registered" because it uses a registered owner name, 'drmacro.com').
