This is not true - references are expanded when the entity is declared,
but that may produce text containing new entity references.  Consider:

 <!ENTITY % p1 "&#37;p2;">
 <!ENTITY % p2 "not">
 <!ENTITY e1 "this is %p1; obvious">

Entity e1 must expand to "this is not obvious".
