It's well-formed but not valid (see production [29]).  So
non-validating processors don't have to detect the error.  (Of course
a n-v parser that doesn't read the external subset can't detect errors
in it - that's why it isn't a WF constraint - but there are n-v parsers
that do read it.)

My parser (RXP / LT-XML) relies on the fact that since PEs have spaces
inserted around them, they can only start and finish in places where
whitespace would be legal.  PEs are pushed and popped during whitespace
processing.
