Well, you could use the A element and assume that enlightened HTML
processors will understand XPointer syntax when dereferencing
XML URLs, or you could use the XML element and use non-inline
XLinks.

I would prefer the first option myself; currently, HTML
processors understand fragment-ids only on HTML URLs, but that
situation won't last forever.
