Linking XSchemas to documents

Though I've already expressed my fondness for PI's, they seem like the only 
appropriate tool for making this connection.

description would be completely optional, of course; I've just come to enjoy 
being able to give things intelligible descriptive comments and it's 
addictive. And if href sounds too much like XLink, we can change it.  I'm sure 
lots of other people have ideas about what this PI should look like.

The other question, of course, is how to link multiple XSchemas to a document, 
something that's weird enough in DTDs.  Do people want to follow the DTD rules 
(no element declared more than once, etc.) for compatibility, or open that up 
as well?  At this point, I'd opt for compatibility.
