W3C hasn't decided how to recommend that this be accomplished, but
there is a well-developed ISO standard that is applicable to both SGML
and XML.  The paradigm is variously called "architectural forms
(AFs)", "architectural form definition requirements (AFDR)",
"inheritable SGML architectures", etc.

I'm sending you some material and references that will help you
understand this paradigm and how to use it in an XML context.  It is
implemented in the SP parser.  Other systems and tools are being
developed.
