I don't know if this is -- strictly speaking -- true. The WG may define a core schema language, but I would be surprised if it is the only one. As I've mentioned before, it makes sense to have specialised schema languages for different knowledge domains: for example, maintenance document designers should deal with chunks like "task", and "step", not "element". The real question is what these high-level schema languages map to for exchange. All of them (the to-be-created W3C schema language, XSchema, Microsoft's XML-Data, etc.) should be able to be transformed to DTDs for exchange; perhaps they should also be able to be transformed to the W3C schema language, if that becomes common for interchange. One interesting discipline would be to derive XSchema from RDF using architectural forms: the RDF names would be hidden behind the scenes (as #FIXED attributes in the XSchema DTD), but would be available to most XML processors.
