I would think that in the case where the formatting is an intrinsic part of the meaning of a document, it should be represented in the markup just like everything else. XML encourages you to separate formatting from the abstraction, but it does not require you to. As someone else pointed out, Precision Graphics Markup Language is an XML-based language designed explicitly for formatting -- but it is still XML.
