RDF documentation (Resource Description Framework (RDF) Model and Syntax) states: "RDF uses the Extensible Markup Language (XML) encoding as its syntax. However, RDF will not require (and conforming implementations must not require) an XML Document Type Declaration for the contents of assertions. In this respect RDF requires at most the XML well-formedness constraints. RDF schemas may but are not required to be XML DTDs." Isn't this true of XML-Data? I can't seem to find it expressly stated.
