Has anyone considered using OmniMark's 'The Compleat SGML' CD as a starting place? It was designed as a conformance suite for SGML parsers, with over 10,000 documents in various states of validity, size and degrees of complexity. I'm not sure of the legal issues related to copyright - it might be worth an inquiry to OmniMark - but it was a marketable product at a cost of about $200.
