I'm not on the WG, so I didn't see the details of this change.  I had
expected something like the compromise CORBA made (AIUI): names are
case-sensitive, but names are not allowed to differ only in case.  (This
is important for CORBA because it has to work with programming languages
of which some are case-sensitive and some are case-insensitive.  This
rule means that the names will work in either environment.)

This is achievable in XML by making the names case-sensitive, and then
adding a rule to XML prohibiting the names that are the same after
case-folding.

Could someone clarify what the current rules are?
