From the mapper I add a "xslt:choose" instruction block.
When I right-click it, I have three shortcut menu options:
1) Delete, 2) Go to source, and 3) Add When Port.

Page 439 of the .pdf doc talks about right-clicking it and selecting
the "properties" option. I don't see the properties option.
Am I doing something wrong. (Using build 287h.)

The 'choose block property' menu is no longer there anymore.

Just out of curiosity, why did you remove right-click properties?
It seems like that it would be very useful?

We tried in general to abandon the model where you could end up writing significant amounts of XPath expressions in Property dialog boxes.
Having to go through a Property dialog to add/remove When ports, and possibly entering their literal conditions seems to be less efficient than being able to right click on the choose block, adding a When port and double clicking on the When port if you want to enter a literal expression.

Except that double-clicking a "when" port doesn't do anything.

What Stylus Studio version are you running (Help > About)?

Double click should display a dialog box where you can assign a literal value to the when port.
