I have a large Access Database with multiple tables and quarries. Is it possible to configure this database to make it accessible to my users on the WEB via XML?

Not in a "live" form, unless you use some 3rd party tool that exposes generic relational data in XML (often through XQuery).
What you can do is export data in your Access database in XML format. ADO is able to do that, and Stylus Studio exposes that ability in one of its "XML Editor" document wizards (XML from ADO).
The exported data will be a snapshot of the data in your Access database; it's up to you to keep it updated.
