I have an existing XSL template that operates on a large amount of data. I have XML data that I want to apply against it, however, my XML data is not quite in the correct format to use with my template. Assume I can't rearrange the XML data. Below I have an example to illustrate my problem.

Assume my XML looks like this:

<World>
<Country>USA
<StateProvince>Massachusetts
<City>Boston </City>
<City>Worcester </City>
<City>Springfield </City>
</StateProvince>
<StateProvince>Maine
<City>Portland </City>
<City>Bangor </City>
</StateProvince>
<StateProvince>New Hampshire
<City>Manchester </City>
<City>Concord </City>
</StateProvince>
</Country>
<Country>Canada
<StateProvince>Quebec
<City>Quebec </City>
<City>Montreal </City>
</StateProvince>
</Country>
</World>


My xsl template matches on StateProvince and operates on the cities like this:

<xsl:template match="StateProvince">

<xsl:for-each select="City">
<xsl:value-of select="."/>
</xsl:for-each>

</xsl:template>



When I call <xsl:apply-templates select="StateProvince"> my template would do the correct thing if all the cities were grouped under a single state like this:

<StateProvince>
<City>Boston </City>
<City>Worcester </City>
<City>Springfield </City>
<City>Portland </City>
<City>Bangor </City>
<City>Manchester </City>
<City>Concord </City>
<City>Quebec </City>
<City>Montreal </City>
</StateProvince>

Is there any way to do this? It would be analagous to rearraging the XML data then applying the template.
