I am looking for the correct syntax to the declare option for multiple Elements that contain CDATA. I do not seem to see it.

Take a look at http://www.xquery.com/tips_and_tricks/including_CDATA_in_results.html

For example, you can use:
declare option ddtek:serialize "cdata-section-elements=el1;el2;el3";
