When in a given item, xpath to number of rows: "count(Row)"

Logic: Take the first Item node with the maximum number of rows.
That is, no Item before it has a greater or equal number of rows.
No Item after it has a greater number of rows.

<xsl:for-each select="Item">
<xsl:variable name="countRows" select="count(Row)"/>
<xsl:if test="not(preceding-sibling::Item[count(Row) >= $countRows]) and not(following-sibling::Item[count(Row) > $countRows])">
<xsl:value-of select="$countRows"/>
</xsl:if>
</xsl:for-each>
