Stephen DalySubject: DTD "ANY" isn't honored by validation

I have an XML document that refers to a DTD file that includes the following:
<!ELEMENT Application ANY >
When I validate this document, I get errors regarding the lack of specifications of my "Application" attributes. Is there a way to correct this?
