The Stylus Studio converter APIs will let you embed any CSV to XML conversion in the context of a scheduled application; either something you wrote, or an XSLT/XQuery transformation that relies on that transformation.

As long as "synchronization" with MS Access goes, you may use the Stylus Studio SQL/XML capabilities to insert/update database fields, but there is no automated support for "synchronization".
