I have an xml element for each row that will either = '0' or some other value. When '0' I want to show a check box un-checked, otherwise checked.

Can't figure out the syntax...

Bob,
I assume you are using wysiwyg. You can't set the initial value of a checkbox in the wysiwyg view, but you can in the source view.
An additional complication, on the <input> element, if the checked attribute is present (whatever its value), the checkbox will appear checked.

Find the <input type="checkbox" value="ON"/> element and replace it with this:

<xsl:choose>
<xsl:when test="$chk = '0'">
<input type="checkbox" value="ON"/>
</xsl:when>
<xsl:otherwise>
<input type="checkbox" checked="true()" value="ON"/>
</xsl:otherwise>
</xsl:choose>
