XML is a general-purpose language for marking up data; just plain
XML doesn't have a way to express links. Is there some context or
use for which you need links? That would give us the information
we need to help you.
There is a schema for XML called XHTML, which does provide what you
state (but maybe not what you are looking for).

How about this:-

Simple Links
A Simple Link strongly resembles an HTML <A> link:

<link xml:link="simple" href="locator">Link Text</link>

A Simple Link identifies a link between two resources, one of which is the content of the linking element itself. This is an in-line link.
