sudhir spraikharSubject: how to place the text of the file in XML format

I have a perl script thru which i extract the details from the file
this file contains all the extensions of the file say .txt and .doc file

the followinmg format woukld like to have place those file in the xml format
say <?xml version = 1.0 >
<opt>
<rulesfile>home/sraikhar/.../.txt</rulesfile>
<docfile>home/sraikhar/..../.doc</docfile>

</opt>

the script will be as follows
#!/usr/bin/perl
use XML::Simple
'ls /home/srai/rules/include/* > somefile';

open (RULES, '>somefile);

$ruleslist_xml($RULES)= $RULES; #creating Hash structure

my $xsimple = XML::Simple->new(); #store into xml structure

print $xsimple->XMLout( \%ruleslist_xml,noattr => 1, xmldecl => '<?xml version="1.0">');

but when I execute this code say perl test.pl

i can only see
<?xml version = 1.0 >
<opt>

</opt>

could you please guide me
