OASIS XML Catalogs provide location-transparency, which makes the transition from development to deployment simpler when files reference other files. No longer do you have to worry about fixing up all the references to C:\db44\docbookx.dtd in your 4000 XML files to the proper location on your server; just having one development catalog and one deployment catalog, which can differ by just a few lines, can make those troubles disappear.
