I have an XSLT file, and an XML file that is transformed into valid FO.

When I set up to use the FOP processor, all I get is the "HTML" view - text that runs on.

I tried the example and that works - the pdf displays. What should I look for?

Post-processing requires the XSLT output to be XML.
Try setting the output method of the stylesheet to XML:

<xsl:stylesheet...>
<xsl:output method="xml"/>
...
</xsl:stylesheet>
