As to when, the details can be gotten from the beta administrator;

As to who else is developing XQJ-compliant products, we can't really
comment knowingly on the plans of other companies. Perhaps further
information can be found by contacting the companies that are sponsoring
JSR 225 at http://www.jcp.org/en/jsr/detail?id=225
