Stylus does not support xsl:format-number with three arguments, as it is allowed from XSLT Documentation:
"string format-number(number, string, string?)"

Also I don't seems that it can handle "xsl:decimal-format" Statement.

Neither one of these functions is currently supported in Stylus. They should be there in the next major release.
