I do not get an DOCTYPE when I use the xsl:output?

Martin,
can you provide a test case? I just created this simple XSLT file

<?xml version='1.0'?>
<xsl:stylesheet version="1.0"
xmlns:xsl="http://www.w3.org/1999/XSL/Transform">
<xsl:output method="xml" doctype-public="uri" doctype-system="nnn"/>
<xsl:template match="/">
<hello/>
</xsl:template>
</xsl:stylesheet>

and I got this output

<?xml version='1.0' ?>
<!DOCTYPE hello PUBLIC "uri" "nnn">
<hello/>
