I want to create a template that includes an empty element with attributes. How do I express this? I don't see any options for xsl:element.

You probably have the "optimize for HTML output" mode on. HTML 4.0 doesn't like empty elements, so those are expanded.

If you go to Tools->Options and uncheck the HTML output mode, xsl:element will generate empty element tags.
