O/S: Windows 2000 Pro

Guys,
When using the DTD-to-XSD wizard with the attached DTD file, I would expect it to create an XSD file like the second attached file, but instead, I get a simple and empty XSD file (see 3rd attachment). Any ideas? Is it user error?

The DTD to XSD wizard doesn't currently work with Unicode files; the
attached DTD is using unicode encoding.
If you save the DTD as utf-8 or ascii, the conversion utility will generate
a more meaningful XSD.
