I have convereted a flat file to XML using xQuery

I need to have <? XML version="1.0" encoding . . . . . ?> at ehe top of the CML file. I am not sure how to do this.

Just add:
declare option ddtek:serialize "omit-xml-declaration=no";

...after your namespace declaration in XQuery.
