Yes in the latest 3.1 beta build; in BL61b, go in File|Document Wizards,
select the XML Editor tab and choose "XMLSchema from DTD".
You can install BL61b from:
http://download.exceloncorp.com/downloads/studio/iftw_beta/stylus%20studio.htm
