I have noticed that it is possible to check in a file into source control without first saving it or being prompted to save it.

That's strange; we explicitly save the document before attempting to do the
check in (and we prompt a message in case we fail). Can you reproduce it
deterministically? In this case, can you send us the steps to reproduce it?

The reason I thought you did not save was that you leave the * against the file name in the title bar and hence it looks unsaved.
